旅游型村庄“点位留白”用地选取流程及指标体系构建

摘　　要：针对村庄规划编制成果与实施不衔接的问题,以舒城县文冲村为例,在“刚弹结合”思维的指导下,从建设用地适宜性、资源价值、市场开发条件、产业不稳定性4个层面,选取30个指标,以适宜性评价为基础构建旅游型村庄规划“点位留白”用地选取模型,得到研究区“点位留白”用地最适宜地块。研究结果表明,构建的模型可提高规划的弹性和可操作性,为市场主体的开发活动提供规划引导。To solve the inconsistency between the preparation and implementation of village planning,taking Wenchong village in Shucheng County as an example and using the rigidity-elasticity combination theory,30 indicators are selected from four levels,namely construction land suitability,resource value,market development conditions and industrial instability,to establish a land selection model for Point-like Blank Land in tourism village planning based on the suitability evaluation,and the most suitable land plots are obtained.The results show that the constructed model can improve the elasticity and operability of planning,and provide planning guidance for market players.
