摘　　要：建设国际航运中心是上海打造国内大循环中心节点、国内国际双循环战略链接的重要支撑。目前,上海国际航运中心建设进入“全面建成”的关键阶段,基于国际航运中心建设底层逻辑和核心要素构建“五力对标模型”,从自主创新力、资源供给力、国际竞争力、市场影响力和制度保障力五个维度查摆上海与国际一流航运中心的差距。坚持目标导向和问题导向,从产业培育、服务提升、未来布局、要素配置、制度保障等方面提出进一步提升上海国际航运服务能级的关键突破口和实施路径。Building an international shipping center is an important support for Shanghai to build a domestic circulation center node and a strategic link between domestic and international dual circulation.At present,the construction of Shanghai International Shipping Center has entered a critical stage of"comprehensive completion".Building a"Five Force Benchmarking Model"based on the underlying logic and core elements of international shipping center construction,and investigates the gap between Shanghai and the international first-class shipping centers from five dimensions of independent innovation,resource supply,international competitiveness,market influence and institutional guarantee.Adhere to goal oriented and problem oriented approaches,propose key breakthroughs and implementation paths to further enhance the level of Shanghai's international shipping services from aspects such as industry cultivation,service improvement,future layout,factor allocation and institutional guarantees.
