国际多边经济合作与推进高质量共建“一带一路”研究

摘　　要：二战后,全球经贸联系日益密切,国际多边经济合作大体经历了初建、大调整、大发展和大变革等四个演进历程。从推进方式看,主要采取了创设正式的国际经济组织、签订区域性贸易经济协定、建立论坛性的组织机构、提出具有排他性的倡议等四种模式。从实施效果看,第一种和第二种对实质性推进国际经济合作的效果最好,也最有影响力;第三种效果次之;第四种目前效果不佳。从演进趋势看,近年来欧美等国通过“小多边”形式推进国际多边经济合作的趋势愈发明显,对我国的影响不容忽视。鉴于此,我们应深刻理解国际多边经济合作动态演进的必然性,科学把握共建“一带一路”多边合作的本质,突出共建“一带一路”与发达国家推进国际多边合作的三大差异,努力推动共建“一带一路”进入高质量发展的新阶段。After World War II,the global economic and trade links have become increasingly close,and the international multilateral economic cooperation has generally experienced four evolution processes:establishment,adjustment,development and transformation.From the perspective of promoting methods,it mainly adopts the creation of formal international economic organizations,the signing of regional trade and economic agreements,the creation of forum organization,and the proposal of exclusive initiatives.Regarding implementation effects,the first and second are the most effective and influential promotion of substantive international economic cooperation,followed by the third mode,while there is no clear effect for the fourth approach at present.In recent years,there has been a growing trend among Western countries to promote international multilateral economic cooperation through the“small multilateral”approach form which cannot be overlooked.In view of this,we should deeply understand the inevitability of the dynamic evolution of international multilateral economic cooperation,scientifically understand the essence of promoting multilateral cooperation under the Belt and Road Initiative,highlight the three differences between the Belt and Road Initiative and the international multilateral cooperation promoted by developed countries,and strive to promote the Belt and Road Initiative to new stage of high-quality development.
