摘　　要：In an era of digital intelligence,artificial intelligence(AI)has permeated many facets of human society.Alongside the unprecedented opportunities and dynamics presented by“emergent”AI,unintended consequences such as privacy leakage,algorithmic discrimination,and labor displacement pose significant security threats to both state and non-state actors and emerge as new challenges in global governance.In March 2024,the United Nations General Assembly adopted its first resolution,co-sponsored by more than 120 members,unanimously on safe,secure,and trustworthy AI systems without voting.
