摘　　要：新型研发机构的体制机制创新在推动创新发展方面成效显著,但新型研发机构如何可持续发展是当前亟需关注的挑战。基于制度逻辑理论视角,分析了新型研发机构在制度复杂性下的创新机制。结果发现,新型研发机构通过构建制度逻辑、组织结构和运行机制上的二元性,提升了组织对复杂制度环境的适应能力,获得了多维度的合法性支撑。组织的具体策略包括双重组织结构、决策机制脱钩、组织业务耦合、组织发展聚合等。新型研发机构的二元性有利于科学与商业的深度融合,具有一定的成长性。The development of New R&D Organization is important for the reform of the science and technology system and the national innovation system.Based on the perspective of institutional complexity,the study puts forward the analytical framework of dualistic organizations of"institutional logic-organizational response-legitimacy support",and takes typical New R&D Organization as the object of analysis,discusses the organizational innovation mechanism of New R&D Organization under institutional complexity,and provides new perspectives on the governance of dualistic organisa-tions and the understanding of New R&D Organization.The study finds that the key to organizational innovation of New R&D Organization lies in constructing organizational duality,integrating the dual institutional logics of government and market,and establishing multiple legitimacy of the orga-nization.(1)In terms of organizational structure,New R&D Organization embody the duality of hybrid organisations by con-structing organizational dual structure,realising the fusion of the dual logics of government and market and relying on the corresponding legal person status to form a support;(2)in terms of organizational decision-making mechanism,the estab-lishment of the council's decision-making mechanism,which is delinked from the traditional governmental and market deci-sion-making mechanism;(3)in terms of organizational specific business,by(3)In terms of the specific business of the orga-nization,through the flexible use of the two identities of institutional legal person and enterprise legal person to carry out scientific and technological project investment,the profitability boundary of the organization is clarified,and the mission drift of the organisation is avoided,so as to establish the sustainable development mode of the organization;(4)In terms of the sustainable development of the organization,establishing the"bonding"mode of organizational development,and making full use of the complementary relationship and synergistic needs of different orga
