摘　　要：面对民生档案利用服务因缺乏协调与合作导致的“碎片化”问题,整体性治理理论为其提供了可行的转型思路。对广东省内12家各级综合档案馆、档案局的实证调研表明,民生档案利用服务的“碎片化”问题在主体、资源、平台、规范四个方面均有体现,背后的成因则在于存在组织、职能、能力、制度四种困境。为推动民生档案利用服务实现从碎片化服务到整体性治理的嬗变,研究从主体联动、需求导向、技术赋能、制度设计四个维度提出了具体的转型策略。Facing the issue of"fragmentation"in the utilization of people's livelihood archives due to a lack of coordination and cooperation,the theory of holistic governance provides a feasible transformation approach.The empirical research conducted on 12 comprehensive archives and archival bureaus at various levels in Guangdong Province demonstrates that the"fragmentation"issue in the utilization of people's livelihood archives manifests in four aspects:subject,resources,platforms and systems,with underlying causes attributed to four types of challenges:organization,functions,capabilities and systems.In order to promote the transformation of people's livelihood archives services from fragmentation to holistic governance,the research proposes a series of transition strategies from four dimensions:stakeholders collaboration,demand orientation,technological empowerment,and institutional design.
