健全铸牢中华民族共同体意识制度机制研究

摘　　要：党的二十届三中全会通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》,强调要“健全铸牢中华民族共同体意识制度机制”,因为铸牢中华民族共同体意识是新时代党的民族工作的“纲”,所有工作要向此聚焦。中华民族共同体是铸牢中华民族共同体意识的根基和命脉,中华民族大团结是中华民族交融、共生发展、进步的必然选择,对中华人民共和国的“国家认同”,是铸牢中华民族共同体意识的核心要义。铸牢中华民族共同体意识的制度机制建设的基本内涵包括:增强社区治理共同体公共精神是健全铸牢中华民族共同体意识的基础,完善因地制宜发展新质生产力机制是健全铸牢中华民族共同体意识的动力,坚持以人民为中心全面深化改革是健全铸牢中华民族共同体意识的内核。健全铸牢中华民族共同体意识制度机制的重要举措是:紧紧抓住铸牢中华民族共同体意识这条主线,以宪法为统帅全面深化法治体制机制改革,用中国式现代化推进中华民族伟大复兴。The Decision adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China emphasizes the need to“improve and strengthen the institutional mechanism of the sense of community for the Chinese nation”because strengthening the sense of community for the Chinese nation is the“outline”of the Party’s ethnic work in the new era,and all work should be focused on this.The Chinese nation community is the foundation and lifeline of consolidating the sense of community for the Chinese nation.The great unity of the Chinese nation is the inevitable choice for the integration,symbiosis,development and progress of the Chinese nation.The“national identity”of the People’s Republic of China is the core of strengthening the sense of community for the Chinese nation community.The basic connotation of the construction of the system and mechanism of consolidating the sense of community for the Chinese nation includes:enhancing the public spirit of the community of community governance is the basis for improving the sense of community for the Chinese nation,improving the mechanism of developing new productivity according to local conditions is the driving force for improving the sense of community for the Chinese nation,and adhering to the“people-centered”comprehensive deepening reform is the core of improving the sense of community for the Chinese nation.An important measure to improve the system and mechanism of strengthening the sense of community for the Chinese nation is to firmly grasp the main line of strengthening the sense of community for the Chinese nation,comprehensively deepen the reform of the rule of law system and mechanism under the command of the constitution,and promote the great rejuvenation of the Chinese nation with Chinese modernization.
