“冷资源”撬动“热经济”:冰雪产业高质量发展的内涵特征与实践进路

摘　　要：加速冰雪“冷资源”持续向“热经济”转化,做大做强冰雪经济,让冰雪产业成为重要民生支撑,是推动冰雪产业高质量发展的内在要求和关键着力点。该研究采用文献资料和逻辑分析等研究方法,在系统厘清冰雪产业高质量发展的理论内涵和特征体现基础上,深入探究冰雪产业高质量发展的价值遵循,即持续壮大冰雪经济发展规模、满足多样化冰雪消费需求、打造特色冰雪文化品牌名片、助力冰雪产业持续健康发展以及释放区域冰雪产业集聚效应。为更好、更快和更高质量推动冰雪产业发展提供理论与实践参照,研究提出了冰雪产业高质量发展的实践进路:加强冰雪产业顶层规划布局,完善冰雪产业市场支撑体系;促进冰雪要素市场有序流动,释放冰雪资源要素配置活力;提高冰雪产品服务供给品质,规范创新冰雪市场运营模式;提升冰雪产业发展质量效益,推动冰雪产业区域协调发展;加大冰雪产业融合发展力度,营造独特浓厚冰雪文化氛围。Accelerating the continuous transformation of ice and snow"cold resources"to"hot economy",making the ice and snow economy bigger and stronger,and making the ice and snow industry an important livelihood support are the inherent requirements and key points for promoting the high-quality development of the ice and snow industry.Based on the systematic clarification of the theoretical connotation and characteristics of the high-quality development of the ice and snow industry,this study uses the research methods of literature review and logical analysis to deeply explore the value of the high-quality development of the ice and snow industry.That is,continue to expand the development scale of ice and snow economy,meet diversified ice and snow consumer demand,create brand name of characteristic ice and snow culture,help the sustainable and healthy development of ice and snow industry,and release the agglomeration effect of regional ice and snow industry.In order to provide theoretical and practical reference for better,faster and higher quality development of ice and snow industry,this paper puts forward the practical approach of high-quality development of ice and snow industry:strengthen the top-level planning and layout of ice and snow industry and improve the market support system of ice and snow industry;promote the orderly flow of ice and snow element markets,and release the vitality of ice and snow resource factor allocation;improve the quality of ice and snow products and services supply,standardize and innovate the ice and snow market operation mode;improve the quality and efficiency of the development of the ice and snow industry,and promote the coordinated development of the ice and snow industry;increase the integration and development of the ice and snow industry,and create a unique and strong ice and snow cultural atmosphere.
