新质生产力赋能体育产业绿色低碳发展的价值隐忧与纾困进路

摘　　要：运用文献资料和逻辑分析等研究方法,系统厘清新质生产力赋能体育产业绿色低碳发展的理论价值、实践隐忧与纾困进路。研究认为,新质生产力通过贯彻绿色发展理念变革体育产业生产方式和生活方式,通过加快绿色科技创新助力体育产业创新驱动与能级跃升,通过优化财政政策支撑体育产业绿色技术进步与自主创新,通过依托高素质劳动者改善体育产业生产效率与质量效益。面临的实践隐忧:绿色低碳发展理念认识不到位、财政资金支持力度不够充分、关键绿色技术创新能力不强和专业复合型人才资源较为短缺等。据此提出纾困进路:加强体育产业绿色转型顶层设计,强化中小微体育企业绿色转型责任意识;建立体育企业绿色低碳转型政策支持体系,构筑多层次绿色金融市场体系;优化体育企业绿色技术创新环境,提高绿色低碳体育产品需求价格弹性;建立健全体育产业绿色人才培养体系,优化体育产业绿色人才用人机制,为实现“双碳”目标和推动体育产业健康可持续发展提供理论指导与实践参照。By using the methods of literature review and logical analysis,this paper systematically clarifies the theoretical value,practical concerns and relief approaches of the green and low-carbon development of sports industry empowered by new quality productivity.According to the research,the new-quality productivity transforms the production and lifestyle of the sports industry by implementing the green development concept,boosts the innovation-driven development and energy-level leap of the sports industry through accelerating green technological innovation,supports the green technological progress and independent innovation of the sports industry by optimizing fiscal policies,and improves the production efficiency and quality-benefit of the sports industry by relying on high-quality laborers.There are some practical worries:the understanding of the concept of green low-carbon development is not in place;the support of financial funds is not sufficient;the innovation ability of key green technology is not strong;and the professional compound talent resources are in short supply.Accordingly,the following solutions are proposed:strengthen the top-level design for the green transformation of the sports industry,enhance the sense of responsibility of small,medium and micro-sized sports enterprises for green transformation;establish a policy support system for the green and low-carbon transformation of sports enterprises,and build a multi-level green financial market system;optimize the green technological innovation environment of sports enterprises,and increase the price elasticity of demand for green and low-carbon sports products;establish and improve the green talent cultivation system of the sports industry,and optimize the employment mechanism of green talents in the sports industry,providing theoretical guidance and practical reference for achieving the"dual carbon"goals and promoting the healthy and sustainable development of the sports industry.
