摘　　要：随着我国油气市场逐步放开,我国油气体制机制进入改革窗口期,市场化定价获得发展的好时机。本文深入研究我国天然气市场化定价机制,分析认为,我国天然气市场化定价遭遇进口长协的市场定价与门站价的政府定价交织、在国际天然气期货市场交易中处于被动以及天然气市场化定价基础条件尚未成熟等三方面挑战。基于国际天然气定价模式、价格体系及经验做法的借鉴,提出优化天然气上下游价格联动机制、建立区域性天然气价格指数和交易市场、适时推出合理可行的天然气期货品种、推动天然气进口以人民币计价和结算,以及加快建设“X+1+X”油气市场体系等方面的政策建议。As China's oil and gas market has been gradually liberalized,the institutional mechanism of China's oil and gas has entered a window period of reform,and market-oriented pricing has got a good opportunity for development.This paper conducts an in-depth study on China's natural gas market-oriented pricing mechanism.Through analysis,it is believed that China's natural gas market-oriented pricing faces three challenges:the intertwining.of the market pricing of long-term import agreements and the government pricing of city-gate prices,being in a passive position in the international natural gas futures market transactions,and the immature basic conditions for natural gas market-oriented pricing.Based on the reference to international natural gas pricing models,price systems and empirical practices,policy suggestions are put forward in aspects such as aonpdti mtriazdiningg t hmea urkpesttsre,ainmtr oadnudc dinogw rnesatrseoanmab pleri caen ldin fkeaagseib miee ncahtaunraislm g aosf fnuattuurreasl gvaarsi,e etisetsa binli sah tiinmge rleyg mioannanl enra,tpurroaml goatsin pgr itchee ipnrdicicinegs and settlement of natural gas imports in RMB,and accelerating the construction of the "X+1+X"oil and gas market system.
