平台型科技园区赋能新质生产力的内在逻辑与实践探索——基于深圳银星科技园的案例分析

摘　　要：新质生产力的培育壮大需要新的发展模式,必须要依靠技术、业态模式与管理、制度层面的协同创新。平台型科技园区作为科技园区的新兴发展方向,在技术创新、管理运营、企业孵化、产业布局方面具有独特优势,存在赋能新质生产力的潜在空间。以深圳银星科技园作为分析案例,发现其产业运营形成了以客户为中心、以智慧园区与综合服务中心为支撑、以“基础—技术—投资—产业”为平台的“1+2+4”服务体系。专业精准的产业运营服务体系具备了“平台驱动+生态孵化”的创新功能,与新质生产力具有内在逻辑上的同构性。银星科技园善于创新服务供给机制,通过“平台驱动”与“生态孵化”有效互动,从创新联合体建设、壮大耐心资本、布局产业结构、开放数据共享、打造共生关系等方面开展了联合培育新质生产力的实践探索,实现了技术、业态模式与管理、制度层面的创新发展,积累了平台型科技园区重塑企业科技创新生态、赋能新质生产力发展的新鲜经验与有益启示。The cultivation and expansion of new quality productivity needs a new development model,which must rely on the collaborative innovation of technology,business mode,management and system.As a new development direction of science and technology parks,platform science and technology parks have unique advantages in technological innovation,management and operation,enterprise incubation and industrial layout,and there is potential space for enabling new quality productivity.Taking Shenzhen Silver Star Science and Technology Park as an analysis case,it is found that its industrial operation has formed a“1+2+4”service system with customer as the center,intelligent park and comprehensive service center as the support,and“foundation-technology-investment-industry”as the platform.The professional and accurate indus⁃trial operation service system has the innovation function of“platform driven+ecological incubation”,and has an inherent logic isomorphism with the new quality productivity.Silver Star Science and Technology Park is good at innovating service supply mechanism,and through effective interaction of“platform driven”and“ecological incubation”,it has carried out practical exploration of joint cultivation of new quality productivity from the aspects of innovation consortium construction,strengthening patient capital,layout of industrial structure,open data sharing,and building symbiotic relationship,and a⁃chieved innovative development in technology,business mode,management,and system.It has accumulated fresh experience and beneficial enlightenment for platform-type science and technology parks to reshape the enterprise science and technology innovation ecology and enable the development of new quality productivity.
