网络编配视角下的科技成果转化机制研究——以央企转制科研院所为例

摘  要:央企转制科研院所作为国家科技创新的重要力量,在核心技术突破上发挥了重要作用,但对其推动科技成果转化,加快形成新质生产力尚缺乏足够探讨。以蚌埠院的科技成果转化过程为例,运用纵贯式案例研究方法,探究了央企转制科研院所在创新网络中的编配角色及其编配行为演变对科技成果转化全链条的作用机制。研究发现:①科技成果转化的不同阶段下,央企转制科研院所扮演的网络编配角色呈现从创新架构者、知识桥接者到跨层促进者的变迁路径;②网络编配行为随编配角色的转换而变化,呈现从横向编配、纵向编配到混合编配的演化过程;③网络编配角色与编配行为的共演与适配共同促进了科技成果转化取得技术原型、中试放量与市场化应用的阶段性成效。Scientific research institutes transformed from state-owned enterprises have played a significant role in the breakthrough of core technologies.However,there is still insufficient exploration into how their technological achievements are transformed and implemented.This longitudinal case study analyzes the technological transformation of the Bengbu Insti⁃tute,exploring the intrinsic mechanisms and implementation paths of technological achievements transformation in state-owned enterprises from the perspective of network orchestration.The study finds that:Firstly,at different stages of techno⁃logical achievement transformation,the orchestration roles played by transformed scientific research institutes in the innova⁃tion network exhibit a transition path from innovation architects,knowledge connectors to cross-layer facilitators.Secondly,network orchestration behaviors evolve with the transformation of roles,demonstrating a process of evolution from horizontal orchestration,vertical orchestration to mixed orchestration.Finally,the co-acting and adaptation of orchestration roles and behaviors jointly promote the phased achievements of technological achievement transformation,including the acquisition of technical prototypes,pilot-scale production,and market application.
