中美科技脱钩对中国国际科研合作的影响研究

摘　　要：以2014-2023年涉及中美两国的论文为基础,采用合作亲密度指数,研究中国国际科研合作的演化趋势,聚类分析其他国家对中国的合作态度,并研判中美各研究领域的脱钩程度。研究结果显示:中国科研国际合作率较低,且呈持续下降趋势,美国推动科技脱钩的态势比较明显,其他科研合作国也因地缘政治和国际关系而呈现出不同的合作态度,中美科研合作受到明显的抑制,尤其在关键核心技术领域、国家战略安全领域和中国“卡脖子”技术领域。最后结合中美科技脱钩态势,围绕推动中美关系稳定向好、完善国际科研合作体系、提升自主创新能力等方面提出政策建议,为保障中国科技创新“双循环”的顺畅运行,实现高水平科技自立自强提供参考。Based on papers involving China and the United States from 2014 to 2023,we investigated the evolving trends in China’s international research cooperation using the Collaborative Proximity Index,cluster analysis of other coun⁃tries’attitudes toward cooperating with China,and evaluated the degree of decoupling between China and the United States in various research fields.The research results show that the rate of international research cooperation in China is low and has been continuously declining.The trend of the United States promoting technological decoupling is quite evident,other re⁃search partner countries also exhibit different cooperation attitudes influenced by geopolitical factors and international rela⁃tions.Collaboration between China and the United States is significantly constrained,especially in key core technology fields,national strategic security areas,and China’s crucial technological domains.Finally,based on the trend of China-US technological decoupling,this article proposes policy recommendations concerning promoting stable and positive China-US relations,improving the international research cooperation system,and enhancing independent innovation capabilities.These suggestions aim to ensure the smooth operation of China’s innovation“dual circulation”strategy and achieve high-level technological self-reliance and strength.
