可信数据空间建设中的档案行动: “十五五”规划的新视角

摘　　要：国家数据治理体系和可信数据空间建设等是档案事业发展规划制定的重要背景,也是档案事业发展规划实现从“内向型”向“外向型”转型时必须关注的重要因素。文章在阐释可信数据空间基本涵义、主要任务等基础上,对档案机构参与可信数据空间建设的主要短板进行了分析;从理念、目标、行动与能力等方面,对将档案机构作为可信数据空间重要节点、强化档案数据处理流程的可信控制与经验复制、深化多源数据融合利用与场景创新和确认档案机构的可信数据第三方认证定位等进行了探讨。将档案数据治理融入国家数据治理体系与可信数据空间建设是“十五五”档案事业发展规划制定的重要原则。The development of the national data governance system and the trusted data space are important backgrounds for the formulation of the development plan of the archival undertaking,and they are also key factors that must be considered when the development plan of the archival undertaking transforms from an"inward-oriented"to an"outward-oriented"model.Based on the explanation of the basic meaning and main tasks of the trusted data space,this paper analyzes the main shortcomings of archival institutions in participating in the development of the trusted data space.From the aspects of concept,goal,action and ability,it discusses the positioning of archival institutions as important nodes in the trusted data space,strengthening the trusted control and experience replication of the archival data processing process,deepening the integration and utilization of multi-source data and scenario innovation,and confirming the positioning of archival institutions as third-party certification for trusted data.Integrating archival data governance into the national data governance system and the development of the trusted data space are an important principle for formulating the development plan of the archival undertaking in the"15th Five-Year Plan".
