档案开放审核协同机制中“职责分离”的重申——兼论信息级档案开放审核相关问题

摘　　要：当前档案开放审核中广泛存在着职责不明晰的问题,导致协同机制未能有效建立和运作。为此需要引入“职责分离”概念,将档案开放审核拆分出不同的阶段任务,并明确各参与主体差异化、不重叠的职责。档案主管部门应推进档案开放负面清单制定,档案形成(移交)单位负责根据负面清单对归档文件进行信息标注,国家档案馆负责根据信息标注情况形成审核结果。除此之外,信息级档案开放审核中的相关问题在职责分离视角下也值得进一步讨论。The lack of clarity of authority and responsibility in current archives open audit practices has led to the ineffective establishment and operation of collaborative mechanisms.The"segregation of authority and responsibility"needs to be introduced,whereby archives open audit is split into different stages of tasks,and the differentiated and incompatible duties of each participating entity are clarified.Archival authorities should promote the development of negative lists for archives openness,and institutions that create or transfer archives should be responsible for labeling archives according to the negative lists,and national archives should be responsible for forming the results of the archives open audit based on the labeling of information.In addition to this,issues related to information-level archives open audit deserve further discussion in the perspective of the segregation of authority and responsibility.
