灌区现代化建设与水文化建设融合发展研究思考

摘　　要：为使灌区工程在既定的水资源调控供给功能基础上更好地承担水文化方面有关功能,结合贯彻党中央提出的“增强文化自信”“建设社会主义文化强国”等决策部署,适应新时期水利高质量发展对水文化建设所提要求,简述了我国灌区高质量发展的必要性和水文化建设重要性,总结了开展灌区现代化建设与水文化建设融合发展研究的工作目的,分析了开展二者融合发展研究的工作思路,阐述了开展相关融合研究的工作任务及其内容,以期为有关部门开展灌区以及其它类型水利工程建设与水文化建设融合发展研究工作提供技术参考。In alignment with the central government’s strategic directives,such as"enhancing cultural confidence"and"building a strong socialist culture in China",and to meet the requirements for water culture construction in the new era of high-quality water conservancy development,this study aims to enable irrigation projects to better fulfill their water culture-related functions alongside their established roles in water resource regulation and supply.This paper outlines the necessity of high-quality development in China's irrigation areas and the importance of water culture construction.It summarizes the objectives of researching the integrated development of modernization and water culture in irrigation areas,analyzes the methodological approach for this integration,and details the tasks and research contents involved.The goal is to provide technical references for relevant stakeholders to facilitate the integrated development of irrigation and other types of water conservancy projects with water culture construction.
