公平竞争审查提升了城市营商环境质量吗?——基于准自然实验的实证研究

摘　　要：全面贯彻落实公平竞争审查制度,是提高营商环境质量、赋能新型城市化建设的重要制度保证。本文基于2013—2021年中国31个省会城市和除省会外的11个万亿GDP城市经济、人文和社会数据,利用公平竞争审查制度对城市营商环境质量产生的外生冲击,在模糊断点回归设计的框架下,采用非参数估计和参数估计方法,检验中国是否存在由公平竞争审查制度引致城市营商环境质量提升的经济事实。主要结论包括:2013—2021年中国公平竞争审查指数与城市营商环境质量表现为逐年递增,二者变化趋势在2017年存在明显的断点,说明公平竞争审查制度是城市营商环境质量呈跨越式提升的重要原因;此外,中国全面实施公平竞争审查制度与提高区域经济发展水平相互促进,但是完善审查范围、细化审查标准、优化审查方式、推行第三方评估等措施对城市营商环境质量的优化作用更为显著。因此,尽快制定更高质量的公平竞争审查制度是重塑市场竞争原则、促进区域硬环境和软环境培育的重要保障,这会引致地区经济、人文、社会建设数量(规模)和质量的统一,从而向更高质量的营商环境迈进。The comprehensive implementation of the fair competition review system is an important institutional guarantee for improving the quality of the business environment and empowering the construction of new urbanisation.Based on the economic,humanistic and social data of China's 31 provincial capitals and 11 trillion GDP cities other than provincial capitals from 2013—2021,this paper exploits the exogenous shocks of the implementation of the fair competition review system on the quality of the urban business environment,and tests whether there is an economic fact in China caused by the implementation of the fair competition review system to improve the quality of the urban business environment,under the framework of the fuzzy breakpoint regression design,by using the method of non-parametric estimation and parametric estimation.economic facts that the fair competition review system leads to the improvement of the quality of urban business environment in China.The main conclusions include:from 2013 to 2021,China's fair competition review index and the quality of urban business environment show a year-on-year increase,and there is an obvious breakpoint in the trend of the changes of the two in 2017,which indicates that the fair competition review system is an important reason for the leapfrog improvement of the quality of the urban business environment;moreover,China's full implementation of the fair competition review system and the improvement of the regional economic development level are mutually reinforcing,but the optimisation of the quality of the city's business environment by improving the scope of the review,refining the review criteria,optimising the review method,and implementing third-party assessment is more significant.Therefore,a higher-quality fair competition review system is an important guarantee for reshaping the principle of market competition and promoting the cultivation of regional hard and soft environments,which will lead to the unification of the quantity(scale)and quality of regional eco
