摘  要:为更好地提高我国西部地区高速铁路(简称:高铁)资产资源利用效率,有力改善企业经营状况,运用平衡计分卡理论工具,构建基于经济效益、运输市场、旅客服务和运输经营为一体的多维度、多层次的高铁票价效益评价指标体系,提出总体评价和个体评价在不同决策场景的评价方法及其标准。以徐兰(徐州—兰州)高铁为例,验证评价指标体系的可行性及有效性,为优化高铁执行票价方案提供有效依据。In order to better improve the utilization efficiency of high-speed railway assets and resources in western China,and effectively improve the operating conditions of enterprises,this paper used the balanced scorecard theory tool to construct a multidimensional and multi-level evaluation index system for high-speed railway ticket price benefits based on economic benefits,transportation market,passenger services,and transportation operations,proposed evaluation methods and standards for overall evaluation and individual evaluation in different decision-making scenarios.It took the Xuzhou-Lanzhou high-speed railway as an example to verify the feasibility and effectiveness of the evaluation index system,which provided effective basis for optimizing the implementation of high-speed railway ticket price schemes.
