探索在创建公立医院过程中如何做好财务管理工作 ——以C医院为例

摘　　要：目的建设创办医院是玉溪市缓解群众看病难、看病贵,打造公立医院改革与高质量发展的“玉溪样板”。方法医院在建设运营中,突破财政供养补助、资金筹措、资产划转、薪酬绩效、医保付费方式等方法、结果、经验,统筹谋划和协调处理各项财务活动和财务关系,提出促进财务管理效率提升的对策,进而促进财务管理水平提升,提高医院整体运营管理水平。结果医院坚持共同发展、优势互补、质量效率的原则,各项工作取得了突破性的进展。结论新建创办公立医院,必须采用多项并举的措施做好财务管理工作,以提高医院的整体医疗服务水平,打造出玉溪特有的公立医院与高质量发展示范项目,努力办好人民满意的医院。Objective To construction and establishment of hospital is a“Yuxi model”to alleviate the difficulty and high cost of medical treatment for the public in Yuxi City,and to create public hospital reform and high-quality development.Methods In the construction and operation of hospital,break through the methods,results and experiences such as financial support subsidies,fund raising,asset transfer,salary performance,medical insurance payment methods,etc.,make overall planning and coordinate handling of various financial activities and financial relations.Put forward the countermeasures to promote the improvement of financial management efficiency,so as to promote the improvement of financial management level and improve the overall operation and management level of hospital.Results The hospital adheres to the principle of common development,complementary advantages,quality and efficiency,and has made breakthrough progress in various work.Conclusions To establish a new public hospital,it is necessary to adopt multiple simultaneous measures to do a good job in financial management,so as to improve the overall medical service level of the hospital,create a unique public hospital and high-quality development demonstration projects in Yuxi City,and strive to run a hospital that satisfies the people.
