摘 要:对舟山市危险货物道路运输市场基本情况进行分析,选择危险货物道路运输风险基准,以通过个人风险基准允许值推导构建危险货物道路运输安全容量评估指标。根据构建的危险货物道路运输安全容量评估指标,对于某条特定的物流通道,其危险货物安全容量与该通道上输送的危险货物类别直接相关。据此对舟山市危险货物道路运输市场安全容量进行评估。评估结果表明,舟山市第2.1类危险货物道路运输量尚有富余,可受控新增运力;第2.2类、第3类危险货物道路运输量总体表现为稳中有升,应采取控制发展措施,可少量释放新增运力。在此基础上,可兼顾优先释放第9类和第2.3类、5.1类危险货物运力。Analyzed the basic situation of the dangerous goods road transportation market in Zhoushan,selected the risk benchmark for dangerous goods road transportation,and construct the safe capacity evaluation index for dangerous goods road transportation through the deduction of individual risk benchmark allowable values.According to the constructed safe capacity evaluation index for road transportation of dangerous goods,for a specific logistics channel,the safe capacity of dangerous goods is directly related to the category of dangerous goods transported on that channel.Based on this,evaluate the safe capacity of the dangerous goods road transportation market in Zhoushan.The evaluation results indicate that there is still surplus in the road transportation volume of Class 2.1 dangerous goods in Zhoushan City,and the controlled increase in transportation capacity is possible;the overall performance of road transportation volume for Class 2.2 and Class 3 dangerous goods is stable with an increase,and measures should be taken to control development,with a small amount of new transportation capacity released.On this basis,priority can be given to releasing the transportation capacity of Class 9,Class 2.3,and Class 5.1 dangerous goods.
