绿证应对欧盟碳关税方法研究

摘  要:绿证是可再生能源绿色电力环境价值的充分体现,对促进绿色电力消费、助力绿色低碳发展意义重大。但目前,基于我国绿证的绿色电力消费不被国际碳关税相关机制认可。为此,梳理了国际碳关税的由来、趋势,以欧盟碳边境调节机制(CBAM)为例,分析其对电力碳排放的有关规定,探讨CBAM的影响;剖析绿证衔接CBAM的本质以及应对CBAM的作用和挑战,并从国内外“碳—碳”衔接和“证—碳”衔接的角度,提出绿证纳入CBAM碳排放核算中的直接和间接方法。Green Electricity Certificate(GEC)can fully embody the environmental value of renewable energy,which is of great significance to promote green electricity consumption and supporting low-carbon development.However,at present,green electricity consumption based on GEC is not recognized by international carbon tariff-related rules.Therefore,this paper reviews the origin and trend of international carbon tariffs,and the EU Carbon Border Adjustment Mechanism(CBAM)is taken as an example to analyze its relevant provisions on electricity carbon emissions and explore its impact.The essence of the connection between GEC and CBAM,as well as the role and challenges in responding to CBAM are analyzed.From the perspectives of domestic and international“carbon-carbon”connection and“certificate-carbon”connection,the direct and indirect methods for incorporating GEC into CBAM are proposed.
