城市老工业区社区老人康养问题研究——基于安徽省合肥市老工业区社区的调研

摘　　要：城市老工业区社区的居住者多数年龄偏大,文化水平偏低,物质生活能够维持,精神生活相对匮乏,普遍担忧健康问题,期待多样化养老方式,他们的康养问题是全社会一个重要的关注点。实地调研、解剖问题、分析原因是解决城市老工业区社区老人康养问题的基础。破解城市老工业区社区老人康养难题的主要措施是:加强养老服务的制度保障、资金保障和针对性治理;改善老工业区社区服务人才短缺现象,提升基层养老服务供给能力;提升社会非营利养老服务机构的服务质量;弘扬孝道文化,探索城市老工业区社区邻里互助养老模式。This research aims to solving the problems of health care for the residents in the old industrial districts in the cities.Field research,analysis on problems,and analysis on causes are the basis for solving the problems of health care.The researcher proposes four measures.Firstly,it is necessary to strengthen the institutional guarantee,fund support,and targeted governance of pension services.Secondly,it is necessary to improve the shortage of community service talents in old industrial districts and enhance the supply capacity of grassroots pension services.Thirdly,it is necessary to improve the service quality of social non-profit pension service institutions.Lastly,it is necessary to carry forward the culture of filial piety and explore the pension model of mutual aid between community neighborhoods.
