摘　　要：当今世界进入新的动荡期,全球创新链、产业链、供应链重构,地缘政治冲突、极端天气频发等风险相互叠加。我国农业正处于加快实现现代化的关键时期,培育农业新质生产力是顺利推进我国农业现代化的战略要求。从劳动者、劳动工具、劳动对象三个角度科学阐述农业新质生产力的内涵,“新”和“质”是农业新质生产力的特征,农业新质生产力形成的本质是“创造性破坏”的过程,是对熊彼特创新理论内涵的进一步丰富与发展。培育农业新质生产力要锚定2035年实现农业农村现代化的远景目标,重点面向“藏粮于地、藏粮于技”“大食物观、大农业观”“绿色、低碳、可持续”“共同富裕”的发展路线建成“平安乡村”“舌尖乡村”“美丽乡村”“富裕乡村”。进一步,为加快培育农业新质生产力,要加快农业基础领域前沿技术创新突破、推动农业原创性成果落地转化、推动农业产业深度转型升级、打造良好的农业创新生态系统。The contemporary world is entering a new period of turbulence,with the global innovation chain,industrial chain,and supply chain undergoing reconstruction,while risks such as geopolitical conflicts and frequent extreme weather events are compounding.China’s agriculture is at a critical juncture in accelerating modernization,and fostering new qualitative agricultural productive forces is a strategic requirement for the smooth advancement of agricultural modernization in China.This study scientifically elaborates on the connotation of new qualitative agricultural productive forces from three perspectives:laborers,labor tools,and objects of labor.The characteristics of new qualitative agricultural productive forces are“new”and“quality,”and their formation is essentially a process of“creative destruction,”which further enriches and develops the connotation of Schumpeter’s innovation theory.To cultivate new qualitative agricultural productive forces,it is necessary to anchor the long-term goal of achieving modernization of agriculture and rural areas by 2035,focusing on the development routes of“hiding grain in land and technology”“broad food and agriculture views”“green,low-carbon,and sustainable”and“common prosperity”to build“peaceful villages”“food villages”“beautiful villages”and“affluent villages”Furthermore,to accelerate the cultivation of new qualitative agricultural productive forces,it is essential to expedite breakthroughs in frontier technological innovation in the basic fields of agriculture,promote the transformation and application of original agricultural achievements,drive deep transformation and upgrading of the agricultural industry,and create a favorable agricultural innovation ecosystem.
