森林生态资源权益模拟交易探析

摘　　要：森林生态资源权益交易是森林生态产品价值实现的货币表现形式,也是绿水青山转变金山银山的市场化模式。基于山东临沂市12个县(区)2016—2022年统计数据,采取理论与实践相结合的方式设计了森林生态资源权益交易技术方法,为研究森林生态产品价值实现提供可借鉴经验。研究结果表明:通过自然要素变量设计,当选取一定变量指标后,经过公式推导,临沂市森林覆盖率由2017年度的21.61%提升到2020年的29.38%,森林覆盖率随着量变系数的改变也发生了数量上的线性改变;森林生态资源权益基础交易资金主要流向了森林资源丰富、生态功能区的山区县;经过森林生态资源权益交易,可以建立森林资源生态产品交易体系,构建森林资源生态产品交易平台,推动生态价值显化,打造生态产品价值核算样板,振兴乡村建设,提高生活环境质量。The trading of forest ecological resource rights and interests is the monetary manifestation of the realization of the value of forest ecological products,and it is also a market-based model for transforming lucid waters and lush mountains into invaluable assets.Based on the statistical data of 12 counties(districts)in Linyi City,Shandong Province from 2016 to 2022,this paper combines theory with practice to design a technical method for trading forest ecological resource rights and interests,providing reference experience for studying the realization of the value of forest ecological products.The research results show that through the design of natural element variables,after selecting certain variable indicators and through formula derivation,the forest coverage rate in Linyi City increased from 21.61%in 2017 to 29.38%in 2020.The forest coverage rate also underwent a linear change in quantity with the change of the quantitative change coefficient.The basic trading funds for forest ecological resource rights and interests mainly flowed to mountainous counties with rich forest resources and ecological function zones.Through the trading of forest ecological resource rights and interests,a trading system for forest resource ecological products can be established,a trading platform for forest resource ecological products can be constructed,the ecological value can be made explicit,a model for accounting the value of ecological products can be created,rural construction can be revitalized,and the quality of the living environment can be improved.
