人工智能时代国民经济循环的特征与制度安排

摘　　要：资本将人工智能技术应用于生产,能够大幅度节约个别劳动时间和增加财富;个别活劳动生产的价值大幅度减少,个别劳动占有必要价值转化的收入和资本占有个别劳动生产的剩余价值转化的利润也将大幅度减少;人工智能时代国民经济的生产、分配、交换和消费出现不同于手工业和机器大工业时期的循环特征。大力发展非物质生产部门,增强其吸纳劳动力就业的能力,树立非物质生产部门的劳动也是生产商品和剩余价值的生产劳动的理论观念,实现个别劳动顺利转换为社会劳动;构建新型股份制的制度安排,保障劳动贡献归劳动者所有、资本贡献归资本所有者所得,人工智能时代国民经济的生产、分配、交换和消费才有可能实现良性循环。Applying artificial intelligence technology to production by the capital can significantly save individual labor time and increase wealth.The value of individual labor production will significantly decrease,and the transformed income which is from the necessary value of individual labor and the transformed profit of capital which is from the surplus value created by the individual labor production will also significantly decrease.In the era of artificial intelligence,the circular characteristics of production,distribution,exchange,and consumption in the national economy are different from those of the handicraft and machine industrial periods.Vigorously develop the non-material production sector,enhance its ability to absorb laborers,establish the theoretical concept that the labor of the non-material production sector is also the productive labor that can produce goods and surplus value,and achieve the smooth transformation of individual labor into social labor.The institutional arrangement for building a new type of shareholding system ensures that labor contributions belong to the workers and capital contributions belong to the owners of capital,thus to achieve a virtuous cycle of the production,distribution,exchange,and consumption of the national economy in the era of artificial intelligence.
