里下河地区滞涝圩范围调整与治理可行性研究

摘  要:里下河地区是全国粮食主产区之一,也是江苏省面积最大、地势最低的平原洼地。里下河洼地涝水外排困难,历次治理规划均明确采用“上抽、中滞、下排”的洪涝治理方针。滞涝圩作为里下河防洪除涝体系的重要组成部分,是落实“中滞”治理方针的关键措施。1991年首次明确里下河腹部地区滞涝圩范围面积,30多年来,随着经济社会发展,区域工情、水情发生了较大变化,存在部分滞涝圩开发利用强度高、人口居住较多,圩堤不达标、进退水设施不足和穿圩河道行水不畅等问题,如实施滞涝,需要转移大量人员,安全风险高,经济损失大,滞涝效果差。因此很有必要对里下河地区滞涝圩进行调整与治理。Lixiahe River area is one of the major grain producing areas in China,and also the plain depression with the largest area and the lowest terrain in Jiangsu Province.It is difficult to discharge waterlogged water in the Lixiahe depression,and the flood control policy of"pumping from the upper part of Lixia River catchment,retention in the middle part and drainage from the lower part"is clearly stated in the previous polder management plans.As an important part of the flood control and drainage system of Lixia River,waterlogging polder is crucial to waterlogging management.In 1991 the scope of waterlogging polder in the hinterland of Lixia River area was clearly defined for the first time.Over more than 30 years,with the economic and social development,the local labor force and river situation have changed greatly,such as intensive development and increasing residents in the polder area,low standard dikes,insufficient water regulating facilities,and obstruction of river flow,etc..In case of implementation of waterlogging retention,a lot of people should be evacuated,facing high safety risks,great economic losses,and unsatisfied effect of waterlogging retention.Therefore,it is necessary to adjust the scope of polder area and control waterlogging in Lixia River area.
