摘　　要：地下水资源确权登记是建立健全地下水资源产权制度,形成归属清晰、权责明确、监管有效的产权制度的前提。文章充分考虑地下水资源的特有属性,从基础资料获取难易程度、登记区地下水资源情况了解的全面程度以及地下水资源管理的可行性等方面综合考虑,提出以水资源评价成果为基础进行登记单元划分的方法。以郑州市为登记区,将郑州市浅层地下水根据行政区划,分别统计各登记单元的地下水资源量。该研究为地下水资源确权登记提供理论依据和实例印证。The right confirmation and registration of groundwater resources is the premise of establishing and improving the property right system of groundwater resources,and forming a property right system with clear ownership,clear rights and responsibilities,and effective supervision.This paper fully considers the unique attributes of groundwater resources,considers the difficulty of obtaining basic data,the comprehensive understanding of groundwater resources in the registration area and the feasibility of groundwater resources management,and puts forward the method of registration unit division based on the evaluation results of water resources.Taking Zhengzhou City as the registration area,the shallow seated groundwater resources of each registered unit are counted separately according to the administrative division.This study provides theoretical basis and example verification for the confirmation and registration of groundwater resources.
