摘　　要：为推进中国铁路兰州局集团有限公司(简称:兰州局)全面预算管理、规范预算项目管理流程和强化执行过程控制,开发了铁路企业项目预算管理信息系统。该系统实现项目预算信息电子化集中管理,依据兰州局预算管理办法,设计了规范、透明、可溯源的预算项目申报与审批流程,采用Drools规则引擎实现可配置的预算项目管理流程,使预算项目管理工作更加快捷、高效、规范,增强了管理流程的灵活性和应用程序的可维护性;使用分布式对象存储系统MinIO和在线文件预览工具kkFileView,实现项目附件文档集中管理及安全预览与下载,确保项目附件文档不可篡改和审核严格;集成功能强大的图表绘制引擎,实现预算项目数据可视化和多种定制化图表,提供直观、便捷的项目执行监控与异常预警,可为提高铁路企业预算项目管理效率、强化风险控制提供强有力的技术手段。To promote master budget management,standardize the processes of budget project management,and strengthen execution process control of budget projects in China Railway Lanzhou Bureau Group Co.,Ltd.(referred to as Lanzhou Bureau),a railway enterprise project budget management information system has been developed.The system realizes electronic centralized information management of all budget projectts.Based on budget management regulations of Lanzhou Bureau,a standardized,transparent,and traceable budget project application and approval process has been designed.The rule engine Drools is used to implement a configurable budget project management process,making budget project management work faster,more efficient,and standardized,and enhancing the flexibility of the management process and the maintainability of the application program.The system uses the distributed object storage system MinIO and the online file preview tool kkFileView to achieve centralized management of project attachment documents and secure preview and download functions,ensuring that project attachment documents are tamper proof and strictly audited.Integrated with a powerful chart drawing engine,it realizes the visualization of budget project data and various customized charts,providing intuitive and convenient project execution monitoring and abnormal incident warning functions,providing a powerful technical tools to improve the efficiency of budget project management and strengthen risk control in railway enterprise.
