全球能源治理绿色转型与碳排放:以IEA为例

摘  要:文章基于2000~2021年国际能源署(IEA)成员国和联盟国等178个国家的数据,评估全球能源治理绿色转型对碳排放的影响,并为中国参与全球能源治理提供参考策略。研究发现:IEA绿色转型促进了同伴国的碳减排进程,同时产生了向级联国的碳减排外溢效应,其中信号映射和信号校准是关键机制。相比IEA成员国,联盟国对同伴国和级联国的碳减排影响更大。2009年IEA正式启动的绿色转型显著增进了全球碳减排的成效。从能源类型来看,电力和天然气领域的减排效果显著,但石油和煤炭领域未能有效降低碳排放。值得注意的是,中国的发展降低了各国对IEA的依赖,并且,中国在“一带一路”倡议下推动全球碳减排,展现出比加入IEA更为显著的潜力。Based on the data of 178 countries including member countries and association countries of International Energy Agency(IEA)from 2000 to 2021,this paper evaluates the impact of green transition of global energy governance on carbon emissions and provides reference strategies for China's participation in global energy governance.The research shows that green transition of IEA not only accelerates the carbon emissions reduction process in peer countries,but also generates significant spillover effect on carbon emissions reduction in cascade countries through key mechanisms of signal mapping and signal calibration.Compared with IEA member countries,association countries have a greater impact on carbon emissions reduction in peer and cascade countries.Since IEA officially launched its green transition in 2009,its impact on global carbon emissions reduction has been significantly enhanced.In terms of energy types,the emissions reduction effect is significant in the electricity and natural gas sectors,while the oil and coal sectors fail to reduce carbon emissions effectively.Notably,China's development reduces the dependence of the countries on IEA.Moreover,under the Belt and Road Initiative,China shows greater potential and effectiveness than IEA in promoting global carbon emissions reduction.
