摘　　要：协商民主机制是协商民主各要素按照一定规律配置、连接、互相影响发挥作用的结构关系和运行方式。主体互动机制、价值引领机制、程序运作机制、资源保障机制和技术发展机制构成中国协商民主机制体系的主要内容。推进协商民主机制建设应立足实践方位,遵循科学恰适的改革发展取向,克服协商民主机制发展运行中存在的碎片化、形式化、褊狭化、低制度化困境。在进一步全面深化改革中健全优化协商民主机制,要坚持党的领导、统一战线、协商民主有机结合,发挥制度化、规范化、程序化的挈领作用,以系统集成的机制建设统筹完善协商民主体系,营造全面发展的优质生态,更好发挥数智技术效应。The consultative democracy mechanism is the structural relationship and operation mode in which the elements of the consultative democracy are configured,connected and influenced by each other according to certain laws.The main contents of China's consultative democracy system are subject interaction mechanism,value leading mechanism,procedure operation mechanism,resource guarantee mechanism and technology development mechanism.Promoting the construction of consultative democracy mechanism should be based on practical orientation,follow the scientific and appropriate reform and development orientation,and overcome the dilemma of fragmentation,formalization,parochialism and low institutionalization in the development and operation of consultative democracy.In further deepening reform comprehensively,to improve and optimize the consultative democracy,we should adhere to the organic combination of the Communist Party of China(CPC)'s leadership,the United front and the consultative democracy,give play to the leading role of institutionalization,standardization and proceduralization,make overall plans to improve the consultative democracy system through system integration mechanism construction,create an allround high-quality ecology,and give full play to the empowerment effect of digital intelligence technology.
