提升中国民主国际话语权的价值意蕴与叙事逻辑——基于批判西方民主话语霸权的分析

摘　　要：虽然民主是全世界的共同价值追求,但民主话语权之争却成为当今世界各国意识形态斗争的焦点话题。长期以来,西方国家以其先发优势和霸权行径垄断了民主概念的界定权、民主实践的解释权、民主标准的制定权,形成了西方民主话语霸权。全过程人民民主话语甫一出场就受到全世界的广泛关注,为打破西方民主话语霸权、提升中国民主国际话语权和竞争力提供了重要契机。以全过程人民民主话语为支点提升中国民主国际话语权和竞争力,有助于彰显中国民主制度优势、增强中国民主话语自信、扭转中国民主在国际上“失声”和“挨骂”的局面。面对甚嚣尘上的西方民主话语霸权,中国民主话语以其丰富的理论内涵批判了西方民主话语叙事中的自由主义民主论、选举民主论、竞争民主论、西方民主优越论和民主移植论。进一步提升中国民主国际话语权与竞争力,要以深化对全过程人民民主的学术研究为切入点,以讲好全过程人民民主故事为重要途径,在话语创新与话语吸纳中不断丰富中国民主话语叙事内涵,在推进中国民主话语对外传播中提升中国民主的国际影响力与认同度。Although democracy is a common value pursued by the whole world,the struggle for democratic discourse power has become a focal point of ideological struggle among countries in the world today.For a long time,Western countries have monopolized the power to define the concept of democracy,interpret democratic practices,and formulate democratic standards with their first-mover advantages and hegemonic behavior.Thus,they formed the discourse hegemony of Western democracy.The discourse of whole-process people's democracy has attracted worldwide attention as soon as it appears,which provides an important opportunity to break the discourse hegemony of Western democracy and enhance the international discourse power and competitiveness of Chinese democracy.Using the discourse of whole-process people's democracy as the fulcrum to enhance the international discourse power and competitiveness of Chinese democracy can contribute to highlighting the institutional advantages of Chinese democracy,enhancing the discourse confidence of Chinese democracy,and reversing the situation of“losing voice”and“being scolded”of Chinese democracy in the world.In the face of the rampant discourse hegemony of Western democracy,the discourse of Chinese democracy has criticized the liberal democracy theory,electoral democracy theory,competitive democracy theory,Western democratic superiority theory and democratic transplantation theory in the narrative of Western democratic discourse with its rich theoretical connotation.To further enhance the international discourse power and competitiveness of Chinese democracy,it is necessary to take deepening academic research on the whole process of people's democracy,take telling the story of the whole process of people's democracy as an important way,enrich the discourse narrative connotation of Chinese democracy through discourse innovation and discourse absorption,and enhance the international influence and recognition of Chinese democracy in promoting the external dissemination of Chinese democr
