摘　　要：信息是政府治理的基础。算法嵌入政务服务热线系统之后,畅通了科层体系与民众之间、上下级政府之间的信息流通渠道,推动了基层政府治理的理性化、制度化。算法通过行动网络构建、网络行动塑造和新规则建立等机制,促进了行动网络的多元化、弹性化和制度化,进而增强了科层体系的信息处置、社会动员、精准治理和监督监控能力;但它同时带来信息赋权与信息秩序、信息过载与信息识别的张力以及纵向信息能力与横向信息能力的失衡。上级政府对社会的过度动员诱发基层政府过度回应、信息识别难度加大等难题,造成社会动员与秩序维系之间的张力。未来需要准确定位信息技术运用的目标与功能,平衡上级政府、基层政府与民众之间的关系,形成社会动员与秩序维系良性互动的局面。Information serves as the cornerstone of government administration.The integration of algorithmic technology into government service hotline systems has streamlined the flow of information between bureaucratic systems and the public,as well as between higher and lower levels of government.This advancement has facilitated the rationalization and institutionalization of grassroots governance.Through mechanisms such as the construction of action networks,shaping of network actions,and establishment of new rules,algorithms have enhanced the diversity,flexibility,and institutionalization of these networks.Consequently,they have improved the bureaucratic system's capabilities in information processing,social mobilization,precise governance,and supervision.However,the adoption of algorithmic technologies also introduces challenges,including tensions between information empowerment and information order,as well as issues of information overload and recognition.Additionally,it creates imbalances between vertical and horizontal information capabilities.Over-mobilization by higher-level authorities can lead to excessive responses from grassroots governments,complicating information recognition and creating conflicts between social mobilization and order maintenance.To address these challenges,future applications of information technology must carefully define their objectives and functions.A balanced relationship among higher authorities,grassroots governments,and the public is essential to fostering positive interactions between social mobilization and order maintenance.Only by achieving this balance can grassroots governance realize its full potential.
