摘　　要：党内法规备案审查是中国共产党深入推进中国特色政党治理与党内监督,加强党内法规建设的重要制度安排与工作活动。党内法规备案审查及其制度建构不只是法治实践的过程与机制,其核心的运作还呈现出丰富的政治图景与互动关系,并遵循一定的政治逻辑。组织机制、工作机制、实践机制共同塑造了党内法规备案审查的运行机制与治理秩序,其中嵌入着一套推动法治目标与政治目标、法治实践与政治实践整合协同、互动交融的治理结构。中国特色备案审查的双轨治理结构造就了党内法规备案审查制度的复合形态与双重功能,为党内法规备案审查治理结构的规范生成提供了稳定基础。党内法规备案审查在规范、组织和实践层面的治理结构呈现出权力制约与权威维护、法治保障与政治保障、程序规范性与政策灵活性协同互动的结构形态。党内法规备案审查机制结构形塑的背后,蕴含强化党中央政治权威、推动政党治理现代化、提升治理的复合效能等政治逻辑。对党内法规备案审查的机制结构与政治逻辑进行深入阐释和揭示,有助于为全面理解党内法规备案审查制度及其治理效能提供新的视角和进路。The party rules and regulations filing review is an important institutional arrangement and work activity for the CPC to further promote the governance of political parties with Chinese characteristics and inner-party supervision, and strengthen the construction of party rules and regulations. The party rules and regulations filing review and its institutional construction is not only a process and mechanism of rule of law practice, but its core operation also presents rich political landscape and interactive relationships, and follows political logic. The organizational mechanism,working mechanism, practical mechanism jointly shaping the party rules and regulations filing review of the operational mechanism and governance order, embedded within it is a governance structure that promotes the integration and coordination, interaction and blending between the rule of law goals and political goals, as well as the rule of law practice and political practice. The dual track governance structure of filing review with Chinese characteristics has created a composite form and dual function of the party rules and regulations filing review system, providing a stable foundation for the standardized generation of the party rules and regulations filing review governance structure. The governance structure of party rules and regulations filing review presents a structural form of synergistic interaction between power constraint and authority maintenance, rule of law protection and political protection,procedural normality and policy flexibility at the normative, organizational and practical levels. Behind the formation of the mechanism structure for party rules and regulations filing review, contains political logics such as strengthening the political authority of the Party Central Committee, promoting modernization of party governance, and enhancing the compound effectiveness of governance.
