摘　　要：文化领域的合作是实现国家间交流互鉴的最直接有效的途径。国家间的文化交流可促进国际旅游业的发展。当前,在“一带一路”倡议推动下,中俄文旅合作蓬勃发展。“冰上丝绸之路”倡议作为“一带一路”倡议的补充与延伸,不仅为其注入了新动力,更为中俄文旅合作提供了新方向。聚焦“冰上丝绸之路”倡议,深度解析“冰上丝绸之路”倡议下中俄北极合作的背景,概述中俄北极合作现状,预测科学考察和航道货运能力的发展前景及其对中俄北极文旅合作的积极影响。针对中俄北极文旅合作的可行性与潜在挑战提出科学合理的对策建议,为“冰上丝绸之路”视域下的中俄北极文旅合作提供新思路。Cooperation in the field of culture is the most direct and effective way to realize inter-country exchanges and mutual understanding.Cultural exchanges between countries can promote the development of international tourism.At present,under the promotion of the“Belt and Road”initiative,China-Russia cultural tourism cooperation is flourishing.The“Silk Road on Ice”initiative,as a supplement and extension of the“Belt and Road”initiative,has not only injected a new impetus,but also provided a new direction for China-Russia cultural tourism cooperation.Focusing on the“Silk Road on Ice”initiative,we will analyze the background of Sino-Russian Arctic cooperation under the“Silk Road on Ice”initiative,summarize the current situation of Sino-Russian Arctic cooperation,and forecast the development prospects of scientific research and shipping capacity and its positive impact on Sino-Russian Arctic cultural and tourism cooperation.The positive impacts on China-Russia Arctic cultural and tourism cooperation will be predicted.The feasibility and potential challenges of Sino-Russian Arctic cultural and tourism cooperation are proposed as scientific and reasonable countermeasures,which provide new ideas for Sino-Russian Arctic cultural and tourism cooperation under the perspective of the“Silk Road on Ice”.
