摘　　要：高素质劳动者是构成新质生产力中最活跃的因素,人才培养是促进新质生产力形成和发挥效能的关键与核心环节。从生产关系反作用生产力视角探究人才培养在高等教育高质量发展、新质生产力生成中的作用机理,从宏观上坚持党对人才工作的全面领导、明确人才培养优先地位、完善人才发展顶层设计等方面进行布局;在实践中坚持社会主义方向、坚持为党为国培养人才、坚持人才培养资源均衡可及,科学处理公办高校和民办高校间关系、破除新质生产力和高等教育发展的堵点、卡点、难点,实现发展成果公平普惠,促进新质生产力和高等教育高质量发展,对把握历史发展主动,推进强国建设、民族复兴具有重要意义。High-quality workers are the most active factor in the constitution of new quality productivity and talent cultivation is the key and core link to promote the formation and effectiveness of new quality productivity.This paper explores the mechanism of talent cultivation in the high-quality development of higher education and the generation of new quality productivity from the perspective of the reaction of production relations to productivity and makes arrangements from the macro level by adhering to the comprehensive leadership of the Party over talent work,clarifying the priority status of talent cultivation and improving the top-level design of talent development.In practice,we should adhere to the socialist direction,cultivate talents for the Party and the country,ensure the balanced access to talent cultivation resources,scientifically handle the relationship between public and private universities,remove the obstacles,bottlenecks and difficulties in the development of new quality productivity and higher education,achieve fair and inclusive development results and promote the high-quality development of new quality productivity and higher education.This is of great significance for grasping the initiative of historical development and promoting the construction of a strong country and national rejuvenation.
