摘　　要：组织科技战略咨询工作需聚焦三大维度,即科技战略与决策、科技前沿与态势、科技管理与政策。首先,科技战略与决策是科技创新工作的先导性问题,是以顶层设计和统筹谋划为目标的科技战略研究,需要回答科技创新的基本规律,分析科技强国的实现路径等重大战略问题。其次,科技前沿与态势分析重点要系统地把握科技领域研究前沿与态势,科学预见未来科技前沿与突破性方向,客观评价国家科技领域竞争力。科技管理与政策研究是事关科技战略咨询工作实践落地的举措研究,包括科技创新体系与布局的优化路径,科技安全风险监测与应对策略,问题导向的政策供给与管理举措等。三大维度相辅相成,辩证统一,共同构成科技战略咨询工作的关键内核。Organizing“science and technology strategy consulting”needs to focus on three dimensions,including“science and technology strategy and decision-making”“science and technology frontier and trend”,and“science and technology management and policy”.First of all,“science and technology strategy and decision-making”are the leading issue of scientific and technological innovation,and it is a scientific and technological strategic research with the goal of top-level design and overall planning,which needs to answer the basic laws of scientific and technological innovation and analyze the path to building China into a great power in science and technology,and other major strategic issues.Secondly,the key to the“science and technology frontier and trend”is to have a comprehensive understanding of the current development of science and technology,and use scientific methods to foresee the frontiers and breakthrough directions of future scientific and technological development,objectively evaluate the country's competitiveness in the field of science and technology.“Science and technology management and policy”is related to the implementation of science and technology strategy consulting practice,including the optimization path of science and technology innovation system and layout,science and technology security risk monitoring and response strategies,problem-oriented policy supply and management measures,etc.The three dimensions complement each other and are dialectically unified,and together constitute the key core of science and technology strategy consulting.
