社会主义制度自我完善的实现路径——以“制度过程”为分析框架

摘　　要：在中国社会主义制度理论与实践中,可以提炼出“制度过程”这一概念和分析框架。制度过程,即制度实践过程,包括制度设计、制度建设、制度运转、制度优势转化、制度评价五个环节组成的完整周期。用这一概念和分析框架分析中华人民共和国成立以来中国共产党领导的社会主义制度实践过程,可以辨识出三个完整的制度过程。三个制度过程接续递进,创立中国社会主义制度,建立中国特色社会主义制度,完善和发展中国特色社会主义制度。中国共产党通过制度过程创立社会主义制度并完善和发展中国社会主义制度。制度过程,是中国社会主义制度自我完善的实现路径,是中国社会主义制度分析的一个“标识性”概念和分析框架。In the theory and practice of China's socialist system,the concept and analytical framework of"institutional process"can be extracted.The institutional process,also known as the institutional practice process,includes a complete cycle consisting of five stages:institutional design,institutional construction,institutional operation,institutional advantage transformation,and institutional evaluation.Using this concept and analytical framework to analyze the practical process of the socialist system led by the CPC since the founding of the People's Republic of China,three complete institutional processes can be identified.The three institutional processes continue to progress,establishing the Chinese socialist system,building the socialist system with Chinese characteristics,and improving and developing the socialist system with Chinese characteristics.The CPC establishes the socialist system and improves and develops the Chinese socialist system through the institutional process.The institutional process is the path to self-improvement of China's socialist system,and it is a"symbolic"concept and analytical framework for analyzing China's socialist system.
