中国特色社会主义制度优势话语体系建构的系统性论析

摘　　要：中国特色社会主义制度是具有鲜明优越性的先进制度,而建构一套制度优势话语体系是廓清制度认知误区,提升制度自信的内在要求;是推动话语与制度的良性互动,提高治理效能的题中之义;是消除“他者”制度偏见,增强制度话语权的客观需要。中国特色社会主义制度优势话语体系建构的主要内容包括:以结构阐释性话语呈现制度的层级构成优势;以价值衡量性话语展现制度的评价标准优势;以方向统领性话语突显制度的领导主体优势;以实然描述性话语彰显制度的运行效能优势;以应然规范性话语昭示制度的自我完善优势。进一步建构和完善我国制度优势话语体系,需聚焦体系化建构与学理性阐释,优化话语内容体系;注重标识性概念打造与创新性议题设置,优化话语表达体系;统筹纵向性分析与横向性对比,优化话语叙事体系;彰显民族性特色与世界性意义,优化话语传播体系。The socialist system with Chinese characteristics is an advanced system with distinct advantages.Constructing a discourse system highlighting the advantages of the system is an inherent requirement for clarifying misunderstandings about the system and enhancing confidence in it;it is also an essential part of promoting the positive interaction between discourse and system and improving governance efficiency;and it is an objective need to eliminate the"other's"prejudice against the system and enhance the discourse power of the system.The main contents of the discourse system highlighting the advantages of the socialist system with Chinese characteristics include:presenting the hierarchical composition advantages of the system through structural explanatory discourse;demonstrating the evaluation standard advantages of the system through value-measuring discourse;highlighting the leadership subject advantages of the system through direction-leading discourse;showcasing the operational efficiency advantages of the system through factual descriptive discourse;and revealing the self-improvement advantages of the system through normative discourse.To further construct and improve the discourse system highlighting the advantages of our system,it is necessary to focus on systematic construction and academic interpretation to optimize the content system of the discourse;pay attention to the creation of distinctive concepts and the setting of innovative topics to optimize the expression system of the discourse;coordinate vertical analysis and horizontal comparison to optimize the narrative system of the discourse;and highlight national characteristics and global significance to optimize the dissemination system of the discourse.
