从行政化到合作化:新时代城市社区治理模式转型的价值旨趣和逻辑理路

摘　　要：长期以来,中国的城市社区治理受国家权力主导,逐步形成了行政化治理模式。随着城市社区治理整体态势的深刻转变,行政化治理模式的内在缺陷进一步暴露,“行政乏力,自治低效”并存的结构性矛盾日益凸显。这不仅影响到城市社区治理体系运转的稳定性,降低了城市社区治理体系的适应性和协调性,也制约了党建对于社区治理引领作用的实现。面对新时代和新要求,要有效解决“行政乏力,自治低效”并存的结构性矛盾,不能仅仅依赖行政资源的投入和治理技术的创新,更要聚焦制约城市社区治理的“元问题”,重塑城市社区治理的底层逻辑,推动行政逻辑与自治逻辑的双向嵌入、联合驱动,以实现“行政有力,自治有效”为核心目标,以建构社区合作化治理模式为发展导向。For a long time,urban community governance in China has been dominated by the power of the State,and an administrative mode of governance has gradually been formed.With the profound transformation of the overall situation of urban community governance,the inherent flaws of the administrative governance model have been further exposed,and the structural contradiction of"weak administration and ineffective self-governance"has become more and more prominent.This not only affects the stability of the urban community governance system,reduces the adaptability and coordination of the urban community governance system,but also restricts the realization of the leading role of party building for community governance.In the face of the new era and new requirements,in order to effectively solve the structural contradiction of"administrative weakness and ineffective self-governance"and fundamentally improve the basic effectiveness of urban community governance,we cannot only rely on the investment of administrative resources and innovation of governance technology,but also focus on the"meta-problems"that constrain urban community governance.Rather,it is necessary to focus on the"meta-problems"that constrain urban community governance,reshape the underlying logic of urban community governance,promote the two-way embedding and joint driving of the logic of administration and the logic of self-governance,with the core goal of achieving"strong administration and effective self-governance",and with the development orientation of constructing a cooperative model of community governance.
