摘　　要：随着数字技术的迅猛发展,将其整合进社会救助体系已成为提高服务效率和实现需求精准识别的重要手段,为构建智慧型社会救助模式奠定技术基础。面对传统救助模式在应对多元化需求及广泛覆盖对象时的局限性,社会救助的数智化转型势在必行。基于敏捷治理视角,构建“理念-能力-工具”三维分析框架,探讨数字技术通过“灵敏感知-快捷响应-持续协调”的动态运作机理,提升社会救助资源的使用效率与帮扶措施的有效性。文章剖析了救助实践中存在的数据算法异化、技术采纳难题与数字整合障碍等挑战,并适配一套集多目标平衡、动态过程优化、工具灵活转化于一体的优化路径框架,旨在为社会救助的数智化转型提供理论支持与实践指导,展现出数字时代下社会救助机制优化的前瞻性与创新性,推动社会救助向智能化、包容性和高效性方向迈进。With the rapid development of digital technology,integrating it into the social assistance system has become an important means to improve service efficiency and achieve precise identification of needs,laying a technological foundation for constructing an intelligent social assistance model.In the face of the limitations of the traditional assistance model when dealing with diversified needs and a wide range of covered objects,the digital and intelligent transformation of social assistance is imperative.Based on the theoretical frontier of agile governance,a three-dimensional analysis framework of"concept-capacity-tool"is constructed to explore the dynamic operation mechanism of digital technology through"sensitive perception-quick response-continuous coordination",so as to enhance the utilization efficiency of social assistance resources and the effectiveness of assistance measures.This article analyzes the challenges existing in assistance practices,such as the alienation of data algorithms,difficulties in technology adoption,and obstacles to digital integration,and adapts an optimization path framework that integrates multi-objective balance,dynamic process optimization,and flexible transformation of tools.It aims to provide theoretical support and practical guidance for the digital and intelligent transformation of social assistance,demonstrating the forward-looking and innovative nature of the optimization of the social assistance mechanism in the digital age and promoting social assistance to move towards the directions of intelligence,inclusiveness,and high efficiency.
