合作生产市场化:社区嵌入式服务的实践创新与治理增益——以武汉J社区家政公司为例

摘　　要：结合社区嵌入式服务的政策要求,基于社区公共服务合作生产机制框架对合作生产市场化的实践路径进行解析后发现,社区嵌入式服务并不局限于党建引领/居民参与的二元互动,市场力量的资源和效率优势同样可以被充分运用。通过治理结构的再组织化、治理过程的强协作化、治理共同体观念的包容化,合作生产市场化路径得以发挥更具正外部性的治理功能,推动公共服务基于国家、社会、市场三方力量的内在整合,在实现社区公共服务长效嵌入的同时,回归共建共治共享的社会治理共同体制度体系。Based on the policy requirements of community embedded services and the framework of community public service cooperative production mechanism,this paper analyzes the practical path of market-oriented cooperative production.It is found that the community embedded services are not confined to the binary interaction of party leading/residents'participation,and the resources and efficiency advantages of market forces are better utilized.It promotes public services based on the intrinsic integration of the forces of the State,society and the market through the re-organization of the governance structure,the strong collaboration of the governance process and the inclusiveness of the concept of the governance community,so as to bring into play the function of governance with more positive externalities.While the mechanism is embedded in community public services in the long term,it is also returned to the institutional system of building,governing,and sharing a social governance community.
