摘  要:随着工业科技的发展,有害废物的产生量每年都在大幅增加,将其作为资源回收利用,具有降低社会需要支付的废弃物处理成本和为生产者节约资源的双重效果。但作为资源循环政策的主要轴心的废物资源化水平仍然不足,本研究探讨了与废物处理和废物资源化相关的法律制度问题,提出改善方案,为危害废物处理和促进危害资源化奠定制度基础。通过对危废处理资源利用技术发展经验的系统研究,在一致性分析的基础上,征求相关部门的意见并咨询各领域专家,通过各种案例为工业危废物的治理提供理论支持和实践指导。With the development of industrial science and technology,the amount of hazardous waste is increasing dramatically every year.Recycling it as a resource has the dual effect of reducing the cost of waste treatment that the society needs to pay and saving resources for producers.However,as the main axis of resource recycling policy,the level of waste recycling is still insufficient.This study discusses the legal system issues related to waste treatment and waste recycling,and proposes improvement plans to lay the institutional foundation for hazardous waste treatment and promoting hazardous recycling.Through systematic research on the development experience of hazardous waste treatment resource utilization technology,on the basis of consistency analysis,the opinions of relevant departments and experts in various fields are consulted,and theoretical support and practical guidance are provided for the treatment of hazardous industrial waste through various cases.
