摘　　要：低空经济作为新质生产力的重要代表,已经成为多个地方政府打造经济新增长点的未来产业之一。但是,作为仍处于起步发展阶段的低空经济而言,如何构建对其科学的评价体系是当前地方政府、行业管理部门及相关低空运营企业面临的重要挑战。结合低空经济的工具属性、产业属性和新质生产力属性,从安全水平、产业规模、服务效果、保障能力、发展质量等维度出发,初步构建了低空经济高质量发展水平的评价指标体系。在此基础上,梳理总结了我国典型地区低空经济发展特点及趋势,并采用熵权法对部分城市的低空经济发展水平进行评价。从评价结果看,评价指标体系能够从一定程度上刻画和反映区域低空经济发展水平,可作为开展低空经济发展水平测度的辅助工具。As an important representative of new productive forces,the low-altitude economy has become one of the future industries for many local governments to foster new economic growth points.However,the low-altitude economy is still in its early stages of development,constructing a scientific evaluation system for it poses a significant challenge for local governments,industry regulatory bodies,and related low-altitude operation enterprises.The study preliminarily establishes an evaluation index system for the high-quality development level of the low-altitude economy from the dimensions of safety level,industry scale,service effectiveness,support capacity,and development quality by integrating the tool attributes,industrial attributes,and new productive force attributes of the low-altitude economy.On this basis,the characteristics and trends of low-altitude economic development in typical regions of China are summarized,and the entropy weight method is used to evaluate the development level of the low-altitude economy in selected cities.The evaluation results indicate that the constructed evaluation index system can,to a certain extent,depict and reflect the regional development level of the low-altitude economy and can serve as an auxiliary tool for measuring the development level of the low-altitude economy.
