党组织如何塑造城市社区治理共同体?——基于组织-网络-情感框架的分析

摘　　要：当前,构建治理共同体是回应城市社区多元性和差异性并存的重要举措。基于城市社区治理的实践困境,可引入组织、网络和情感要素,构建组织化整合-网络管理-情感嵌入的分析框架。通过W市H社区党建引领治理共同体构建的案例研究发现:党建引领社区治理共同体的构建过程是个体的组织化过程,也是组织间网络的形成过程,还是治理机制得以制度化的过程。社区党委可以发挥组织力,创造个体间的联络接点,实现组织化;发挥领导力,引导组织间的耦合互动,促进网络的规范化;发挥动员力,构建群体间情感的圈层结构,促进情感的在地化。通过组织-网络-情感的多重嵌套实现治理的“刚柔并济”,可促进治理共同体的生成。At present,the construction of governance communities is an important measure to address the diversity and differences in urban neighborhoods.In view of the practical dilemma of urban neighborhood governance,this paper introduces the factors of organization,network and emotion,and constructs the analytical framework of organizational integration,network management and emotion embedding.Through the case study of governance community construction led by Party building in Community H of City W,it is found that the construction of neighborhood governance communities led by Party building is not only the organizational integration of individuals,but also the formation of an inter-organizational network and the institutionalization of governance mechanisms.Community Party committees can exert their organizational power to create contacts between individuals to realize organizational integration,their leadership to guide the coupling interaction between organizations to promote the standardization of the network,and their mobilization power to build intergroup emotional layers and promote the localization of emotions.Through the multiple nesting of organization,network and emotion,a balance between rigidity and flexibility is struck in governance,promoting the formation of governance communities.
