衡阳市自然保护地整合优化实践研究

摘　　要：分析衡阳市自然保护地现状,对空间布局进行整合优化,解决管理中的突出问题。系统评估当前自然保护地存在的问题,采用AHP法构建评估体系,在专家咨询的基础上,提出整合优化方案。结果表明,调出存在各类空间矛盾冲突地块面积10366.33 hm^(2),将9933.68 hm^(2)生态空间调入自然保护地范围,整合优化后全市共有自然保护地26个,总面积109621.44 hm^(2);完全整合耒阳蔡伦故里风景名胜区等7个自然保护地,撤销湖南衡阳横江省级湿地公园,新设耒阳五峰仙省级森林公园。自然保护地体系建设进一步完善,解决了自然保护地内部矛盾,做到应保尽保;构建的包含1个目标层、5个准则层、34个指标层的自然保护地评估体系可行;管理基础进一步夯实,有利于保护管理的深入推进。The objective of this paper was to analyze the current situation of natural protected areas,integrate and optimize spatial layout,and solve prominent problems of management in Hengyang City.The existing problems in natural protected areas was systematically evaluated,the evaluation system was constructed by AHP method and the integrated optimization solutions were proposed based on expert consultation.The results showed that 10366.33 hm^(2) of various spatial contradictions and conflicts were transferred,and 9933.68 hm^(2) of ecological space were transferred to the scope of natural protected areas,and after integration and optimization,there were 26 natural protected areas in the city,with a total area of 109621.44 hm^(2);7 natural protected areas including Cai Lun′s Hometown Scenic Area were fully integrated,Hengjiang Provincial Wetland Park in Hengyang was abolished,and Wufengxian Provincial Forest Park in Leiyang was established.The construction of the natural protected area system had been further improved,resolving internal conflicts within natural protected areas and achieving full protection;the constructed natural protected area assessment system consisting of 1 target layer,5 criterion layers and 34 index layers was feasible;the management foundation had been further consolidated,which was conducive to the in-depth promotion of protection and management.
