山西省长期护理保险试点的推进与优化之路

摘　　要：依据国家推进长期护理保险试点的政策指引,对山西省临汾市和晋城市长期护理保险试点展开深入访谈调查,比较两市长期护理保险试点的推进过程,发现其在基金筹集、服务供给和待遇保障方面呈现各异且存在诸多共性问题。提示亟须拓宽长期护理保险多元筹资渠道,促进制度平稳可持续发展,打造网络化服务格局,满足失能人群多样化需求,构建“一体多层”长期护理保险体系,提升失能人群保障水平,切实破解失能老年人照护困局。Based on the national policy guidelines for promoting pilot programs of long⁃term care insurance,in⁃depth interviews and surveys were conducted on the pilot programs of long⁃term care insurance in Linfen and Jincheng cities in Shanxi province.A comparison of the progress in the pilot programs of the two cities revealed that they exhibited differences and many common issues in fund raising,service provision,and guaranteeing benefits.The findings indicate an urgent need to broaden diverse funding channels for long⁃term care insurance to ensure the stability and sustainability of the system,to establish a networked service structure to meet the diverse needs of disabled individuals,and to build an integrated and multi⁃layered long⁃term care insurance system to enhance the level of protection for disabled individuals,thereby effectively resolving the care challenges faced by disabled elderly people.
