摘　　要：为研究煤矿企业安全管理影响因素的相互作用关系与关键程度,通过现场调研、资料收集、文献查阅和专家咨询等方法,建立包含安全生产理念、安全生产目标、矿长安全承诺等14项指标的煤矿企业安全管理影响因素指标体系。运用基于灰色理论的决策试验评价与解释结构模型(Grey-DEMATEL-ISM)法对影响因素进行分析,得到各影响因素的影响度、被影响度、原因度和中心度,构建影响因素的多层递阶解释结构模型。结果表明:安全生产理念是煤矿企业安全管理的本质影响因素;安全生产目标、矿长安全承诺、组织机构、安全生产责任制、安全管理制度是过渡影响因素,在被本质因素影响的同时,又影响着表层因素;人员配备、安全培训、班组安全建设、不安全行为管理、安全风险分级管控、事故隐患排查治理、质量控制、考核评价是表层影响因素,对煤矿企业安全管理水平有直接影响。根据分析结果从以上3个层次提出针对性对策措施,为提高煤矿企业安全管理水平提供理论支撑和参考。In order to study the interaction and criticality of influencing factors affecting safety management in coal mine enterprises,an index system of influencing factors was established through on-site investigation,data collection,literature review and expert consultation,which included 14 indicators such as safety production concept,safety production goal and safety commitment of mine managers.The influencing factors were analyzed using the Grey Theory-based Decision Test Evaluation and Explanatory Structure Model(Grey-DEMATEL-ISM)method to obtain the influence degree,influenced degree,cause degree and center degree of each influencing factor,and to construct a multi-layer recursive explanatory structure model of the influencing factors.The findings indicate that the concept of safety production is a pivotal influencing factor of safety management in coal mining enterprises.The safety production target,safety commitment,organizational structure,safety production responsibility system,and safety management system are the transitional influencing factors,such as staffing,safety training,team safety construction,management of unsafe behaviors,safety risk classification management,quality control and assessment,which exert a direct influence on the safety management level of coal mine enterprises.The analysis results indicate the proposal of targeted countermeasures from the aforementioned three levels,thus providing theoretical support and a reference point for enhancing the safety management level of coal mining enterprises.
