南水北调后续工程减少征地移民的研究与实践

摘　　要：南水北调后续工程高质量发展,征地移民工作是其中关键一环。为尽可能减少征地移民数量,以高质量发展为引领,推动后续工程建设,通过部析问题、把握特点、统筹谋划、优化布局,提出从征地移民的规划、设计、布置、管理等方面减少移民数量的相关措施,其中部分措施已在南水北调后续工程征地移民工作中进行了初步应用,取得了良好的效果。为总结实践经验,加强相关研究,提出较为合理的建议,对南水北调后续工程高质量发展具有指导和推进的作用。The follow-up project of the South-to-North Water Transfers Project requires the acquisition of more than 1.2 million acres of land(including temporary land)and the relocation of 61,000 people,The high-quality development of the follow-up project of the South-to-North Water Transfers Project requires land acquisition and resettlement work,which is a key link.In order to minimize the number of land acquisition and resettlement as much as possible,and promote the construction of follow-up projects with high-quality development as the guide.The article analyzes the problems,grasps the characteristics,plans comprehensively,and optimizes the layout,and proposes relevant measures to reduce the number of immigrants from the aspects of planning,design,layout,and management of land acquisition and immigration.Some of these measures have been preliminary applied in the land acquisition and immigration work of the follow-up project of the South-to-North Water Transfers Project,achieving good results.The article summarizes practical experience,strengthens relevant research,and proposes reasonable suggestions,which have a guiding and promoting role in the high-quality development of the follow-up projects of the South-to-North Water Transfers Project.
