摘 要:为保障气瓶安全使用,对高校实验室气瓶全生命周期风险进行了辨识、评价与管控研究。采用WBS-RBS方法对实验室气瓶从采购至报废等全生命周期进行风险辨识;在对风险进行评估的同时,利用三维风险矩阵与Borda序值法对评估结果进行数据处理,得到风险事件重要度排序表;依据排序结果设计了高校实验室气瓶风险管控与应急系统。实践表明:风险事件重要度排序具有较高的可信度;设计的气瓶风险管控与应急系统有效提高了高校实验室气瓶安全的物防与技防水平,试运行期间成功监测到了2起气体泄漏事件并自动触发报警与应急响应功能。该系统为提高实验室气瓶安全性提供了新思路。In order to ensure the safe use of gas cylinders,the identification,evaluation and control of the whole life cycle risk of gas cylinders in university laboratories are studied.The WBS-RBS method is used to identify the risk in the whole life cycle of laboratory gas cylinder from purchasing to scrapping.At the risk assessment,3D risk matrix and Borda ranking method are used to process the evaluation results,and the ranking table of risk event importance is obtained.According to the sorting result,the gas cylinder control and emergency system of university laboratory is designed.The practice shows that the importance ranking of risk events has high credibility;The designed gas cylinder control and emergency system effectively improves the physical defense and technical defense level of gas cylinder safety in university laboratories.During the trial operation,two gas leakage events are successfully detected and the alarm and emergency response functions are automatically triggered.This system provides a new way to improve the safety of laboratory gas cylinder.
