农村“时间银行”养老的适切性逻辑与掣肘突破

摘　　要：乡村振兴背景下,解决农村居民养老问题至关重要。“时间银行”养老作为一种适宜于在农村地区推广的互助养老模式,其适切性逻辑从共同生产、社会交换与社会支持等理论层面均可得到验证。然而现阶段“时间银行”养老在农村地区的发展还面临诸多问题,具体表现为角色缺位、激励性匮乏、规模不足等。其原因在于共同生产协力架构缺失,公益与市场逻辑龃龉以及外部资源调配制度缺漏。可将增强协力性作为伊始,通过揉合公益与市场逻辑、畅通外部资源调配渠道、构建数字化通兑机制等措施推动“时间银行”养老的发展与完善,进而为农村养老提供新方案、新选择。In the context of rural revitalization,it is crucial to solve the problem of rural residents’old age.As a model of mutual support for the elderly that is suitable for promotion in rural areas,the logic of“time banking”can be verified from the theoretical levels of co-production,social exchange and social support.However,at this stage,the development of“time banking”in rural areas is still facing many problems,specifically in the absence of roles,lack of incentives,and insufficient scale,etc.The reasons for this are the lack of co-production structure,the disagreement between public welfare and market logic,and the lack of external resource allocation system.We can take the enhancement of co-production as a starting point and promote the development and improvement of“time bank”retirement through the integration of public welfare and market logic,the smooth allocation of external resources,and the construction of a digitalized exchange mechanism,thus providing new solutions and new options for rural residents.
